We discussed the topic in the design meeting.

The majority voted against keeping the rarely used function "hidden" in the
options dialog and to have it available in the Tabbed UI. To do so, we
recommend to (virtually) turn uno:Rulers into uno:HRulers so it switches only
the horizontal ruler on/off. Both options should be available under a submenu
Rulers.
