We discussed the topic in the design meeting.

The request is an OR combination of two existing filters, while the idea to
provide the "[ ] Applied Styles Only" option as checkbox would be and AND
combination. Since users might want more or less arbitrary combinations of
those filters, for example Text and List Styles is not too far-fetched, we
suggest to turn the drop down list into a checkbox list. The top-level item "[
] All Styles" toggles all items on and becomes indetermined if individual
options are unchecked. Clicking the "[x] All Styles" checkbox when checked
turns all items off.

However, the "Hierarchical" and "Hidden" options should not remain a filter but
become a checkbox (part of the discussion on bug 143987).
