The setting is per toolbar and by that at the correct position. It makes not
much sense to break the UI with text as most of commands would be hidden behind
the chevron anyway. So -1 to change the current UI.

If the request was to make it possible per item, ie. show the text for just one
command, it is a different situation. In this case I believe we have technical
restrictions.
