For some reason lost in history (or just a random choice made by somebody without much thinking), the corresponding file for Windows is called winenv.set.sh , in lowercase.

Yeah, we probably should rename it to WinEnv.Set.sh for consistency. 

Yes, the file system on Windows is case-insensitive, but Cygwin tries hard to be a kind of Unix (and mostly succeeds; it's the interaction between Cygwin and the surrounding non-Cygwin world that causes trouble), and the file name winenv.set.sh thus does not match the wildcard pattern *Env.Set.sh .
