Whatever we do it's going to be a minefield. After all how do we
classify dictionaries? But as far as I'm aware, dictionaries are coded
like en_US, en_GB, es_ES, es_AR sort of thing. The best thing would be
to offer all dictionaries where the country code matches.

And if there are problems like you suggest, then there are two obvious
replies:

If the complaint is "but my language (eg ga_GB for gaelic) isn't there",
the response is "well, add it then". And if the complaint is "but this
language (eg ur_FJ for Fijian urdu) is offensive / shouldn't be there",
then the answer is "LO is a Free Software project. You are trying to
deny other people their freedom to speak their own language." I know
that might not go down well, but it's a very good Free response, and
should be accepted by anybody who understands our philosophy.

(What we do if the complaint is "but there are too many minor
languages", I don't know! :-) That's the clutter thing again)
