This fixes

The change is not small; however the gist of the change is to move the
sheet local range name insertion point, from when it is parsed from the
XML data, to after the sheet contents are fully parsed & imported.  So,
the concept of the change is quite simple.

The code affects only the sheet-local range name import part, so it's a
low risk change despite the size.

Reviews appreciated.
