Binfilter build fail with mergelibs enabled

Hi,

as my previous issue with mergedlibs not behaving with includes this
looks like another case.

This time when building with binfilter enabled the build fails because
SVTOOLS lib is not delivered prior we try to build the binfilter
stuff.

Error stuff:

 it seems that the error is inside 'binfilter', please re-run build
 inside this module to isolate the error and/or test your fix:

build_error.log should contain the captured output of the failed module(s)
