Crash in Base with empty database

In a fairly recent build from master ...

With no tables, and therefore no fields, Report Wizard Step 1 "Field
selections" enables only the buttons <Help> and <Cancel>.  I do not
see what I can do to make trouble.  <aside>And that really frustrates
a troublmaker like me!</aside>

A bug report would be good.  It provides a natural place to to collect
the discussion around an issue.  Please add me
