Errror building LO lang=it - windows / cygwin

This line is suspicious:
Warning : Can't open
C:/libo/translations/wntmsci12.pro/misc/sdf/reportbuilder/util/localize.sdf

I think it is a regression from the 'killing set_soenv project',
PathFormat function in configure does not work correctly, it should
return the realpath under Cygwin, because 'translations' is a symlink
to 'clone/translations/translations' and Windows applications cannot
follow Cygwin symlinks.

I'll look at it later unless someone is quicker.
