This should never happen with the current type of processors (they
reduce frequency/switch to a low-performance mode triggered by
temperature) - so it is a clear indicator that your fan/heatsink needs
a little bit of love (cleaning).

Pretty easy to do and does wonders. Usually all you have to do is
remove the keyboard and maybe one more shielding. Depending on the
state of your lungs, take a deep breath and blow the dust through the
vents or use pressured air. Might also use a vaccuum cleaner with a
straw to suck dust/dirt away if you have easy access to the parts
involved.

While I can give you the above hint, a recommendation on a new laptop
is way out of place. There are just too many factors that affect the
choice. Getting a SSD and plenty of RAM should be on your list, but
that's about as much advice you can expect :-) Also don't buy one with
an optical drive - get an external one or none at all.

Screen size and type, overall form factor, budget, battery life, does
the quality of the speakers matter to you, what else you want to do
with it... So many factors that influence the decision and can make a
huge difference on the bill.

Go to one of the price-comparison websites that offer a resonable
filter system, and work your way through until you have a set of max.
10 models to pick from. Screen-size/formfactor → screen type (matte vs
glare), resolution, as you explicitly want to compile stuff on it, it
could be a quad-core or better, pick either AMD or Intel and the
number of models within your budget should be reduced to a reasonable
level already :-P
