MAB 3.6 -> 4.0 migration over

From past discussions, having only one list seems like a workable
solution. And/or with future bugzilla tweaks, appropriate bug
priorities. Then again, re-evaluating bug importance over time appears
very helpful to me, not sure if for that requirement, ever-growing
single lists are most suitable.
