Process to create and submit a patch to LO

Hello,

I'm a newcomer on project and want to collaborate to Libre Office.
As my skills include Java, I started to work in Project SDRemote.

I lurked the bug tracker and, from the list of bugs, I selected one of the
features, the bug #61570 (https://bugs.freedesktop.org/show_bug.cgi?id=61570
).
As I am new to the project, I would like to know what is the process to
create and submit a patch
