From a glance I don't see any code in the patch you attached that would
handle a SID_DRAW_TEXT_VERTICAL_LR event. From an incomplete patch
nobody can deduce anything.

Apart from that, please provide unedited patches as attachments. As is,
this inline patch is line-wrapped and contains some ** markup and would
not be applicable.
