Fix for tdf#90249: lock problem with OpenKM WebDAV server

Hi all,

It's in neon, and since it's confined to Windows the patch addresses it 
only in that platform, in order to not affect the use of a system neon 
library in Linux [1] or Mac [2].

Jenkins verified ok, so it's ready to be reviewed.
