no, ODF is written as 'style:num-format="א, י, ק, ..."'
and OOXML as <w:numFmt w:val="hebrew1"/>  in all cases.
a program setting defines whether it is displayed with geresh/gershayim 
or without
that means that both cannot be used in 1 document.
