Not sure why Norbert introduced that as UNX-only in 
<https://cgit.freedesktop.org/libreoffice/core/commit/?id=c176cb8907530a795cb0e38de8193df931f891fb> 
"decorate tempfile name's to help identify leaks' author".  I see no 
good reason not to also enable it on Windows.
