Well you did not follow it exactly, it states:

You need Visual Studio 2013 Community Edition <https://www.visualstudio.com/en-us/news/vs2013-community-vs.aspx> or Pro.

there are currently a couple of issues with VS2015.

However it sounds that your VS1025 is incomplete, in the sense that the PATH/INCLUDE/LIBS are not set.

VS used to have a bat called something setenv.bat, we recommend you add it fixed to the system environment.
