on Fedora 28, i get:
> pkg-config --cflags harfbuzz
> -I/usr/include/harfbuzz -I/usr/include/glib-2.0 -I/usr/lib64/glib-2.0/include
given the location of /usr/include/harfbuzz/hb.h, the first include path
in that output is what makes this work.
