libreoffice-6.2.2.2 compiling "--with-system-gpgmepp" fails

Using libreoffice-6.2.2.2, gpgme-1.9.0 and gcc-8.2.0

After copying gpgme headers from include/gpgme++ to include to allow compiling to progress, make fails with:

/mnt/sdc8/usr/src/libreoffice-6.2.2.2/xmlsecurity/source/gpg/CertificateImpl.hxx:36:5: error: 'GpgME' does not name a type
     GpgME::Key m_pKey;
