[GSoC .NET Bindings for UNO, Week 2] netmaker and CI

Hello everyone,

Unfortunately, due to some sudden circumstances at home, I was unable
to make significant progress on this week's tasks.

Here's a brief update on this week's (minimal) progress:
- Had a weekly meeting with Mr. Hossein and Mr. Thorsten (2024-05-29).
- Cleaned up and pushed last week's work to
https://gerrit.libreoffice.org/c/lode/+/168272, consisting of
net_basetypes and gbuild-dotnet integration. Not merged, as the CI
can't test building .NET code yet.
- Submitted a LODE patch, for automating the installation of .NET SDK
on Jenkins CIs, at https://gerrit.libreoffice.org/c/lode/+/168272.
- Brought up the matter of installing .NET onto CIs to the infra team
on the mailing list and IRC.
