Bug 143148 - "make allheaders.hxx" not working

Hi,

I'm contributing to
*Bug 143148* <https://bugs.documentfoundation.org/show_bug.cgi?id=143148> - Use
pragma once instead of include guards

When I try to generate the list of headers to leave alone, using the
command from the first comment:
make CustomTarget_odk/allheaders

I get the error:
make[1]: *** No rule to make target 'CustomTarget_odk/allheaders'.  Stop.
make: *** [Makefile:175: CustomTarget_odk/allheaders] Error 2

I'm using Cygwin on Windows.
Any guidance on what I'm doing wrong or how to troubleshoot?
