[Libva] [PATCH][G45] Implement vaSetImagePalette()

Hi,

This patch implements vaSetImagePalette(). The old 
vaSetSubpicturePalette() was removed along the way since it's obsolete. 
The palette is prepared for submission to the HW (32-bit A/R/G/B). The 
alpha byte will be set on actual palette upload.
