[Libva] [PATCH][G45] Fix subpicture palette upload

Hi,

This patch fixes upload of the subpicture palette. The command was wrong. 
A future improvement is to allow VA_SUBPICTURE_GLOBAL_ALPHA and 
vaSetSubpictureGlobalAlpha() will determine the actual alpha byte to 
prepend (instead of current 0xff).

BTW, I also fixed the subpicture surface format so that it really matches 
the underlying VA image. Now, OSD text is smooth but I still have some 
flickering. :-(
