[Libva] [PATCH][G45] Implement vaQueryDisplayAttributes() as a no-op

Hi,

This patch implements vaQueryDisplayAttributes() for G45 as a no-op. 
User-applications shall not be able to do anything useful with 0 display 
attributes but I least the function now returns that information, if 
queried for.

We could already implement VADisplayAttribDirectSurface though.
