If the app knows what profile_idc is, then it should use it to negotiate the correct profile with libva as this is the surest way to guarantee that the bitstream can be decoded by the underlying implementation.

Yes, for such cases I actually thought about propagating profile_idc and 
level_idc to the relevant pic params. It's probably a good thing to know 
what the bitstream tells anyway, e.g. for error-checking. Isn't it 
possible for a bitstream provide different SPS headers?
