[Libva] question about VASetDisplayAttributes()

My thought on this is that it is in effect at the system scope due to the fact that multiple apps share the same display pipeline.

I want to check whether LIBVA has any requirement for VASetDisplayAttributes() API from scope perspective.    Are the updates made by VASetDisplayAttributes() should be available at system scope (persistent throughout that X session) or they should be visible only to the application calling that API...   Or it's just up to the underneath driver to decide.
