[Libva] broken JPEG decoding on staging branch

I pushed this patch, along with libva fixes for your jpeg image. As I
mentioned before, we'd also need a way to initialize default Huffman
and quantization tables if the user application does not provide any.
I sent a few patches for review to implement the Huffman tables
proposal. This also makes decoding 1.mjpg work even without the libva
fixes.
