[Libva] New licence in intel-driver?

Hi,
If I may add to this, there is an existing bug (
https://bugs.freedesktop.org/show_bug.cgi?id=49588) for licenses in other
files as well. Some files (listed in the bug) don't have licenses at all,
or are not-conforming.
Is this something that could be fixed as well?
