[Libva] [PATCH] vdpau-driver: implement vaSetSubpictureGlobalAlpha for RGBA-type subpicture formats

Hi,

this adds global alpha support (vaSetSubpictureGlobalAlpha()/VA_SUBPICTURE_GLOBAL_ALPHA) to 
vdpau-driver for RGBA type subpicture formats. Successfully tested on Ion2.
