[Libva] [PATCH] *** VPP: STDE Optimization for stde factors 0(default), 3, 6 and 9 ***

This patch adds optimization to SKin Tone Detection and Enhancement feature 
with stde factors 0(default), 3, 6 and 9. With increase in factor, you will 
see obvious difference between the original image and the image to which STDE is applied.
