[Libva] compilation issue of vaapi on windows

Hello All
I am facing issue on cross compilation of "libva"library on windows.
Steps to reproduce
1. Set the environment of MSYS and MINGW on windows 8 OS
2. Get the VAAPI source code from
http://www.freedesktop.org/wiki/Software/vaapi
3. Open the MSYS terminal. The terminal will give a flavor of linux on windows
4. Extract the libva-1.0.15.tar.bz2 file
5. cd libva-1.0.5
6. run the configure script as
./configure
7. Execution gets terminated as below
checking how to hardcode library paths into pr
checking for ANSI C header files... (cached) y
checking for special C compiler options needed
checking for _FILE_OFFSET_BITS value needed fo
checking for pkg-config... /bin/pkg-config
checking pkg-config is at least version 0.9.0.
checking for X11... no
configure: error: Package requirements (x11) w
No package 'x11' found
Any help is appreciated.
