I don't know when it first appeared but I think at least 1.3.2 had it already.
Today I updated mine to 1.4.0 from the qtdesktop repo and there it is, no poweroff options.
I even installed the razor-qt greeter to see if it was a problem with the gtk greeter but when I hit its power button it just froze. I should've looked at the logs, maybe there was something there, but I didn't like the greeter's looks and swiftly put back the gtk one;-)
Actually I have an x-0-greeter.log.old but I don't know if it was from that try to poweroff form the razor-qt greeter.
It says:
