[Mesa-dev] [PATCH RFC 1/3] glsl ES: Fix magnitude of gl_MaxVertexUniformVectors.

Previously, we set it equal to MaxVertexUniformComponents. It should
be MaxVertexUniformComponents / 4.
NOTE: This is a candidate for the stable branches.
