I had actually intended to remove it. :( I added that today when I was
trying to find the right places to set max VPIndex. The only way we
might ever expose this on Gen4-5 is if we decide to expose something
like GL_AMD_vertex_shader_viewport_index... especially since we'll only
ever expose GL_ARB_viewport_array in core profile with 3.2+.
