Radeon and NVIDIA hardware use separate counters, so this interface 
should work like a charm for these drivers.
For other drivers like ilo I don't know if this interface is the best 
but it should not break anything IHMO.

I checked the core implementation of perfmon and this should work.
Actually, reinitialize_perf_monitor() will throw away the queries to 
start a sane monitoring session.

mmh... yes. There is a memleak here! :)
I fixed it by adding st_destroy_perfmon() which is used to free 
allocated memory by groups and counters.
I checked with valgrind, no memleaks are found now!
