[Mesa-dev] [PATCH v2 05/24] mesa: glGetProgramResourceIndex

Patch adds required helper functions to shaderapi.h and
the actual implementation.

v2: code cleanup (Ilia Mirkin)

corresponding Piglit test:
   arb_program_interface_query-resource-index
