yes, it is a strange place, but since nir is used by gallium drivers
this needs to get pulled into both libglsl_util (for non-GL state
trackers) as well as libmesagallium (for GL)

tbh it would be nice to make NIR more of a stand-alone thing, to make
this aspect of the build less awkward..
