[Mesa-dev] [PATCH 12/45] st/nine: Don't increment refcount on VertexDeclaration creation failure

NineUnknown_ctor increments the refcount even in case of an error.
Restructure the code to prevent refcount increments.
Fixes a couple of wine tests.
