One would also have to check for GL_DEPTH, GL_STENCIL, etc.

I could do this:

surf_tmpl.alpha_one = (strb->Base._BaseFormat == GL_RGB ||
                        strb->Base._BaseFormat == GL_LUMINANCE);

OK?
