I'd rather have this be shProg->InfoLog[0] != '\0' to make it explicit
that we're comparing characters.

Also, we need this same fix in _mesa_GetProgramPipelineiv and
get_shaderiv.  Maybe refactor this to a function?

That may not be the refactor... it has always been annoying that
gl_shader, gl_shader_program, and gl_pipeline_object are so similar, but
can't really share any code. :(

Maybe it's best to do the simple fix now (and tag for stable), and then
do some sort of refactor.
