[Mesa-dev] Can we support llvm-4.0 with mesa-13.0.x?

mesa 17.0 is scheduled to be released earlier than llvm-4.0, so imho no,
not worth the effort.
I certainly won't stop anyone from porting the necessary changes and
doing some minimal testing, though...
