Dylan, can you elaborate what's broken in the non-shared glapi case?
Currently OSMesa and the Xlib libGL are the sole users of it, although
admittedly I'm not testing either one.

We tried to move the above two to shared glapi, but there was some reservations.
Brian, if things are badly broken perhaps we could reconsider and drop
said code?
