[Mesa-dev] [PATCH 14/21] r600/compute: add support for TGSI compute shaders.

This add paths to handle TGSI compute shaders and shader selection.

It also avoids emitting certain things on tgsi paths,
CBs, vertex buffers, config reg init (not required).
