This function will be the entry point for linking the uniforms from
the nir_shader objects associated with the gl_linked_shaders of a
program.

This patch includes initial support for linking uniforms from NIR
shaders. It is tailored for the ARB_gl_spirv needs, and it is far from
complete, but it should handle most cases of uniforms, array
uniforms, structs, samplers and images.

There are some FIXMEs related to specific features that will be
implemented in following patches, like atomic counters, UBOs and
SSBOs.

Also, note that ARB_gl_spirv makes mandatory explicit location for
normal uniforms, so this code only handles uniforms with explicit
location. But there are cases, like uniform atomic counters, that
doesn't have a location from the OpenGL point of view (they have a
binding), but that Mesa assign internally a location. That will be
handled on following patches.

A nir_linker.h file is also added. More NIR-linking related API will
be added in subsequent patches and those will include stuff from Mesa,
so reusing nir.h didn't seem a good idea.

Just a comment about one possible controversial decision. In this
commit we are ignoring on purpose the names of the uniforms. And for
now this is a general rule of our developing branch (like for UBOs,
etc).

On SPIR-V names are debug information, that the SPIR-V user can use or
not, but can't heavily rely on it. ARB_gl_spirv points that everything
should work without names available, and allows to take them
optionally. So from ARB_gl_spirv spec:

    "19. How should the program interface query operations behave for program
    objects created from SPIR-V shaders?

    DISCUSSION: we previously said we didn't need reflection to work
    for SPIR-V shaders (at least for the first version), however we
    are left with specifying how it should "not work". The primary issue
    is that SPIR-V binaries are not required to have names associated
    with variables. They can be associated in debug information, but there
    is no requirement for that to be present, and it should not be relied
    upon.

    Options:
    A) Make it work.  If debug names are present they are enumerated
    correctly with associated variables. If the names aren't present,
    the compiler or driver gets to make them up. Alternatively, we could
    augment SPIR-V to have a mode where all interface variables need to
    have names which must not be stripped.

    B) Completely disallow it. All/Most such operations return an error.
    This may result in some implementation-dependent behavior which
    is impossible to know (although this problem may exist anyhow due
    to the offline-compilation step).  This would likely include not
    being able to tell how many active resources there are and related
    problems.

    C) Allow as much as possible to work "naturally". You can query for
    the number of active resources, and for details about them. Anything
    that doesn't query by name will work as expected. Queries for maximum
    length of names return one. Queries for anything "by name" return
    INVALID_INDEX (or -1). Querying the name property of a resource
    returns an empty string. This may allow many queries to work, but it's
    not clear how useful it would be if you can't actually know which
    specific variable you are retrieving information on. If everything
    is specified a-priori by location/binding/offset/index/component
    in the shader, this may be sufficient.

    RESOLVED.  Pick (c), but also allow debug names to be returned if an
    implementation wants to."

Specifically (c) and RESOLVED points the names to be an optional.

So for now, we are explicitly ignoring the names coming from the
spirv_to_nir pass.

Two two main reason:

  * Minor/medium reason: avoid working now on an optional
    feature. Right now the priority should be getting the spec
    working, so working on an optional feature would be
    distracting. Note that although getting the name for "vanilla
    uniforms" would be trivial right now (as we just need to use the
    name coming from spirv_to_nir pass), this is not the case for
    struct member names, for example. Also, getting uniform block
    names in the format required by program interface query is tricky.

  * Major reason: further (and cheap) testing. As mentioned,
    everything needs to work without names. Without names means name
    field as NULL. And there are tons of places on Mesa where names
    are used. So forcing this field to be NULL got us more situations
    without it, without the need of stripping the name from SPIR-V
    binaries by hand. At some point on the development process we were
    filling the name. When we decided to skip it, we just found more
    cases that needed to be handled.

Note that I'm not saying that the names will not be included at some
point. Just saying that as an optional feature, it has been
de-prioritized.
