[Mesa-stable] [PATCH 9/9] nir/spirv: Handle the WorkgroupSize builtin decoration

This fixes the 7 dEQP-VK.pipeline.spec_constant.compute.local_size.* tests
in the latest dev version of the Vulkan CTS.
