Cherry picking these 2 alone doesn't sound good since, AFAIU, you will
be changing the behavior for Windows builds.

You may want to add (squashed) the commits: 6a353479a75, b8cbad624b8
and 676761252b7.

I believe you will also want to cherry-pick 2c62ccb10a7, to avoid any
possible regression introduced by the first cherry picked commit from
that series.
