[Mesa-users] Cross-compiling llvmpipe for Windows on Linux

I've tried:

scons platform=windows toolchain=crossmingw machine=x86_64 build=release
libgl-gdi

But llvm is not used. Setting the LLVM env var wouldn't work as I have
/usr/x86_64-w64-mingw32/include/llvm which obviously does not have a bin
directory.

What is the correct way to cross-compile llvmpipe for Windows on Linux
using mingw-w64?
