[RFC] New 'OMA' interface in ModemManager

Hey,

I'm working on a new 'OMA' interface for ModemManager, WIP in the
'aleksander/oma' branch upstream.

The interface will give support for the Open Mobile Alliance Device
Management (OMA-DM) features:
  http://en.wikipedia.org/wiki/OMA_Device_Management

The first implementation will cover only QMI devices implementing the
'OMA' service.

Basically, the interface allows to either start client-initiated DM
session or accept a network-initiated session. Different session types
are available, e.g. to request updating the PRL or configuring the device.
