AFAIK, the default KDE applets don't support the latest ModemManager
yet, you may follow this bugreport:

https://bugs.kde.org/show_bug.cgi?id=311931

So that is definitely why you're having issues with PIN unlocking and
such. The KDE applets are not ready yet.
