Hi,

As part of an attempt to fix some E398 or E357 devices not go off into
the weeds, which they seem to do sometimes when hitting up the SIM's
EFiccid, let's try the Huawei proprietary command for getting the ICCID.
Since not all Huawei devices implement ^ICCID, fall back to CRSM when
needed.

dcbw/06-huawei-iccid - obviously for 0.6
dcbw/huawei-sim-iccid - for git master
